Toga Session breaks out in the Massachusetts House of Representatives.

An all-night debate over the state budget devolves into drinking and rowdiness. At one point, Rep. Sal DiMasi (D-North End) calls for “Order in the Animal House!” and members chant, “Toga! Toga!” At another point, Rep. Anthony Petruccelli (D-East Boston) falls asleep in his office and practical jokers shave the hair off one of his legs.
